Ukrainian Pension in Vienna: New Rules as of 1 August 2025
As of 1 August 2025, new rules have been introduced in Vienna regarding how Ukrainian pensions are taken into account when calculating basic support (Grundversorgung). The changes apply to Ukrainians who:
- Have temporary protection status;
- Receive basic support (Grundversorgung);
- Receive a Ukrainian pension.
What Is Changing
Previously, the Ukrainian pension was taken into account almost in full as income, which could significantly reduce the amount of assistance. From 1 August 2025, a new mechanism applies:
- The first €110 of the pension is not taken into account when calculating assistance.
- Of the amount exceeding €110, only 65% is taken into account.
As a result, part of the pension remains with the recipient and does not fully reduce the amount of assistance.
Maximum Basic Support Payments in Vienna
- Private accommodation: up to €425 per month
- Organized accommodation: up to €812.50 per month
Calculation Examples
- Pension €100
€100 < €110 → not taken into account → assistance is granted in full.
- Pension €200
€200 – €110 = €90 → 65% of €90 = €58.50
Assistance is reduced by only €58.50.
- Pension €400
€400 – €110 = €290 → 65% of €290 = €188.50
Assistance is reduced by €188.50.
Important Information
- The new rules apply as of 01.08.2025.
- Decisions issued before this date are not automatically reviewed.
- The assessment is carried out during the needs assessment (Hilfsbedürftigkeitsprüfung).
- The €110 + 65% rule applies only in Vienna. In other federal provinces, the pension is considered as income within the standard assessment procedure; there is no special uniform rule at the national level.

- Private accommodation: Caritas Service Centre
- Organized accommodation: Basic Support Advisory Centre (FSW)
Rules in Other Federal Provinces of Austria
In other federal provinces of Austria, the pension is considered as income when calculating basic support. However, there is no special uniform rule of €110 + 65%. Each federal province has its own conditions for income assessment and the granting of assistance.
In general, the pension may be taken into account in full or in part, depending on the applicant’s income, assets, and level of need. However, the specific pension rule applied in Vienna does not apply in other provinces.
